Recruitment, Training, and Retention Strategies for Building a Governmental Academy

Introduction

Business organizations often face various challenges in their daily operations. For them to be successful, they have to implement strategies that help them navigate the issues more effectively. For instance, firms must continually address problems related to recruitment, retention, and performance management. This paper is based on DRA PS’s case of developing a training academy for BTA. It will explore the scenarios that the organization undergoes and propose better solutions.

Recruitment and Training Academy Development

Program Manager’s Performance Issues

In some instances, projects often fail to meet time and cost expectations. As a result, organizations often have to deal with expense or duration overrun. To avoid such scenarios with DRA Performance Solutions (DRA PS), a structured approach focused on improvement and accountability will be used. First, a comprehensive performance review will be conducted to identify areas of deficiency (Delise, Lee, & Choi, 2023). It will focus on assessing key competencies of project managers, including communication, leadership, and decision-making.

The second step will involve establishing clear performance expectations and goals for the manager. The organization should clearly communicate expectations for the manager and document them in a performance improvement plan (PIP) (Delise et al., 2023). The PIP should have measurable objectives, improvement timelines, and available support mechanisms for these leaders.

Moreover, the project managers will receive ongoing feedback and coaching from the hired specialists. This approach will be essential to supporting the development of these individuals. It will include regular check-ins and discussions about their performance. They will also address any identified obstacles and guide improvement.

Options for Finding New Project Managers

One option for finding a new project manager is internal promotion. Without looking any further, the training solutions divisions of DRA PS consider one of its 260 employees for the new position. It is a better move because internal promotion is already familiar with the organization’s culture, values, and procedures (Fernandes, Pereira, & Wiedenhöft, 2023).

However, this move is associated with limited fresh perspectives and potential resentment among other workers. The second strategy is the external recruitment of qualified candidates (Delise et al., 2023). It will widen the talent pool and bring new energy to the project. However, the onboarding process will take longer, and potential culture fit issues may arise.

Recruitment and Retention Challenges

One recruitment and retention challenge in quickly filling the project manager position is time constraints. Since the organization has been instructed to have the academy running in three months, it will have less time to thoroughly source, screen, and select candidates. The HR and hiring managers will experience increased pressure to expedite the process without sacrificing quality. Moreover, market competition may make it difficult to attract and retain top talent (Roy, Sural, Majumdar, Vaidya, & Atluri, 2021). Other firms may offer compensation that is similar or even better than DRA PS’s, making it challenging for DRA PS to stand out and secure the workers they need.

Implementation Strategy

The first stakeholder to communicate with to quickly implement a strategy to address recruitment and retention challenges is the human resources (HR) office. HR is often responsible for overseeing the hiring process and managing candidate sourcing (Delise et al., 2023). Secondly, the leaders in each department and team will be consulted to help understand specific requirements for the project manager position. It will ensure that the chosen individual has the skills to meet the organization’s objectives.

The executive leadership, including the CEO and COO, will help secure support, approval, and resources necessary to find the required personnel. Additionally, the DRA PS’s finance department will provide adequate funds for the activities. Ultimately, their involvement will facilitate effective screening and ensure the company acquires more qualified people for the position.

Strategic Staffing Solutions

Positions to Recruit

One position that may be recruited for the project is the program manager. It is a critical leadership role overseeing the project and managing stakeholders. This position is also considered because it will help ensure adherence to timelines and budgets and ultimately drive the project’s success (Roy et al., 2021). With the departure of the existing one, a new individual will provide strategic direction and coordinate the whole team.

The second position to be considered will be the project coordinator. This individual plays a crucial role in supporting the project manager in various activities. They will plan and schedule the program activities (Roy et al., 2021). In case the manager is not present, they may be forced to fill the gap and ensure the plans are executed.

Other personnel required include technical specialists, administrative support staff, and subject matter experts (SMEs). They will all collaborate with the program manager and coordinator to ensure the smooth flow of the process. The recruitment will help address staffing shortages and enhance overall effectiveness.

Challenges Presented by Recruitment Policies and Guidelines

Existing policies have complex approval processes that take a long time. The organization has to go through multiple levels of review and sign-off before posting a vacancy. This can delay efforts to acquire qualified individuals to fill gaps, especially during urgent situations (Axén, Brämberg, Bakken, & Kwak, 2021).

Rigid job descriptions that focus heavily on specific qualifications or experience may also pose a significant challenge. It can limit the pool of potential candidates and overlook individuals with diverse backgrounds or transferable skills who could perform better in the given role. To address these difficulties, DRA PS can review and streamline the processes, revise job descriptions, and customize compensation packages.

Recruitment Strategy

The recruitment strategy to effectively fill positions and attract top talent to the training solutions division of DRA PS involves defining position requirements. It involves collaborating with hiring managers and department heads to identify the skills and competencies required for a given role (Axén et al., 2021). The next step will be to review and streamline approval processes to expedite hiring decisions.

Individuals responsible will be empowered to make decisions. Clear timelines will also be established at each stage of the hiring process. The firm can also expand its recruitment efforts beyond traditional channels to reach a wider geographic area and a broader range of people. They can utilize social media platforms, industry-specific forums, professional networking sites, and online job boards (Roy et al., 2021). These approaches will enable DRA PS to fill positions quickly and achieve other strategic objectives.

Retention Challenges and Solutions

Primary Recruitment and Retention Issues

A primary recruitment issue DRA PS is experiencing is a talent shortage. The sudden departure of key personnel, such as technical writers, instructional designers, and graphic artists, has created a vacuum within the enterprise. It would be challenging for them to find suitable replacements with the required competency.

DRA PS also faces a limited pool of candidates, which affects its hiring process. The specialized nature of the individuals laid off, together with the specific requirements of the positions, narrows the pool of applicants. The job market is also highly competitive, as many employers are offering better compensation packages to attract candidates.

A retention issue arising from staff reduction and the departure of colleagues at DRA PS. This trend might have negatively affected the morale and job satisfaction of other workers. They may begin to feel uncertain about their future within the enterprise, leading to reduced motivation and engagement (Roy et al., 2021). Concerns about job security may also arise among employees after workforce reductions. The fear of being laid off in the future or instability in the organization could compel people to seek other opportunities.

Retaining Existing Employees

Various strategies can be implemented to enhance job satisfaction, foster a supportive environment, and address concerns raised. First, DRA PS can foster transparent communication channels between management and workers. It can be facilitated through regular town hall meetings, one-on-one check-ins, and suggestion boxes (Xuecheng & Iqbal, 2022).

The organization can also implement informal recognition programs that recognize employees’ contributions and achievements. They can be recognized through awards, public praise, and certificates that acknowledge their accomplishments. Firms can also offer opportunities for skill development, career advancement, and professional growth. They can empower workers to remain engaged and committed to the company’s goals, even as others are laid off. Others include introducing flexible work arrangements and adjusting compensation and benefits packages.

Motivating Current Team

Numerous strategies can be utilized to motivate the current team amidst the challenges presented in scenario 3. First, DRA PS can set and communicate clear goals and expectations to the team members. The achievable milestones and objectives offer a roadmap for success. They can also focus workforce efforts and align their work with the organization’s mission (DasĂ, Pedersen, Barakat, & Alves, 2021).

The firm can also acknowledge and celebrate employees’ achievements. It does this through verbal praise, team celebration, or written (Roy et al., 2021). When they feel appreciated and valued, they perform their tasks with more motivation and morale. Workers also require opportunities for professional development within the organization. These efforts include access to workshops, training, and educational resources(AxĂ©n et al., 2021). Career advancement and skill enhancement platforms demonstrate an enterprise’s commitment to long-term growth and success.

Replacing Workers Who Left

Several steps can help replace departing workers, maintain project continuity, and ensure productivity. DRA PS can begin by conducting a thorough assessment of the required skills and competencies for each vacant position. It can then evaluate the existing talent pool to identify potential internal candidates with the qualifications necessary to fill the gap left behind (Axén et al., 2021).

This can include considering employees from other departments and teams who may be interested in shifting to the new roles. DRA PS can also leverage external recruitment channels, such as professional networking platforms, job boards, and industry-specific forums, to attract qualified candidates to the required positions (Xuecheng & Iqbal, 2022). Other strategies include engaging recruitment agencies, refining job descriptions, and streamlining hiring processes.

Mitigating Workforce Reduction Impacts

Recruiting and Hiring Employees

Various strategies can help recruit and hire employees for the new teams. First, the organization can clearly outline the roles and responsibilities required for each position within the new teams. It may include determining the specific skills, experience, and qualifications required to excel in the specified roles (Sobocka-Szczapa, 2021). The second approach that the firm can take is to develop job descriptions that accurately reflect what is expected and the responsibilities they will undertake.

DRA PS can highlight its values, missions, and culture to attract talented candidates from diverse backgrounds (Xuecheng & Iqbal, 2022). This will help identify individuals whose attitudes align with the company’s ethos. DRA PS can also identify existing workers within the enterprise who have the necessary skills and can potentially excel in the new roles. This international promotion recognizes employee growth and boosts morale and retention. Others include employee referrals, partnering with recruitment agencies, and attending job fairs and networking events. All these can help DRA PS attract, evaluate, and hire qualified people.

Integrating New Members

After recruiting and hiring the new individuals, DRA PS should develop a structured onboarding program tailored to the specific needs. This initiative should include an overview of the company’s policies, procedures, and culture. It should also introduce the employees to key stakeholders and other team members. According to AxĂ©n et al. (2021), when organizations provide new hires with the necessary information, they facilitate a smooth transition and help them feel welcome and supported.

The second strategy involves pairing each of these workers with an experienced mentor. This move will allow them to acclimate to their positions quickly, learn the team dynamics, and seek guidance when they are stuck (Xuecheng & Iqbal, 2022). The enterprise can encourage open communication between these two parties and regular check-ins to address any questions that arise. Other approaches include clearly communicating expectations and goals, offering training and development opportunities, organizing team-building activities, and establishing open and transparent communication channels. These efforts can help DRA PS effectively integrate the new teams into the existing workforce.

Notable/Strategic Elements

One notable and strategic element of the compensation strategy for the new teams is competitive-biased salaries. The organization can offer wages that align with industry standards and reflect the value of each position. They can do this by conducting regular market research to ensure their packages attract top talent. DRA PS can also implement performance-based incentives for individual and team performance metrics (Kang & Lee, 2021).

Workers can be rewarded with bonuses and commissions for achieving specific goals or exceeding targets. These incentives can motivate employees to perform better and drive results. Benefit packages such as health insurance and retirement plans can also be introduced at the firm (Sobocka-Szczapa, 2021). Other elements include career development opportunities, recognition, equity and fairness, and positioning the firm as an employer of choice. These efforts can help attract, retain, and motivate workers and drive the overall performance.

Conclusion

The challenges faced by DRA PS in the four scenarios highlight the daily struggles of human resource management. The organization can overcome its challenges by implementing performance improvement plans, refining recruitment strategies, fostering transparent communication, and offering competitive compensation packages. It can also prioritize employee engagement and skill development to create a positive work environment. Therefore, as firms continue to evolve and face operational issues, they can embrace best practices and invest in developing their people.
