Researching of the Pechanga Casino

Introduction

American heritage is very rich, indeed. Not only it is a melting pot of cultures and traditions, but it also presents the most diverse socio-economical development ever. The Pechanga Indian Reservation in Temecula, California can boast of the largest casino ever built on the territory of California. It presents a very interesting ethnical background and evolution history. Now, when it is a four diamonds resort that attracts millions of tourists every year, the Pechanga Casino happens to be a major economical contributor to recruitment problem-solving. The Pechanga Casino has its own superior security and operational management that allows the casino and resort to stay among the best hospitality services in the United States. So, this paper will argue that the Pechanga Casino is a major contributor to the economical shares of the state.

Casino Overview

Pechanga Resort and Casio is the largest resort in the state of California with an area of 188,000 sq ft and more than 3000 slot machines. The casino has gained large popularity and earns several million dollars every year; part of the sum is spent on the local towns’ development. The number of employees of the Pechanga Casino and Resort is up to 4,100 people of managers and personnel. Not only do people have a wonderful chance to get rest and spend money at the slot machines on the gaming floor, but there is also a wonderfully luxurious hotel that fits 522 rooms. There are more than 130 table games including famous Black Jack, Fortune Pai Gow Poker, Pechanga Craps, and many more (Valley, 2003).

The Pechanga Casino has been started as a 60,000 sq feet gaming space in 1995. However, with the span of time, it has emerged into a large 188,000 sq ft gaming floor and overall 200,000 sq ft size. In November of 2004, there were additional 100,000 sq ft opened for additional space to initial 85,000 sq feet. Later on, there were a food court area and a 54-table poker room added. Not only have the owners paid attention to the gaming space, but the entertainment and restaurants are also of great impact on the tourists’ influx; therefore, the sports themed restaurant was opened in 2004, as well. When the owners brought up the age limit to 21 from 18 years old, hot debates took place and many people doubted this will bring as much profit as usual. However, the Pechanga Casino has flourished ever since. In comparison to Pala Casino with its 100,000 sq ft gaming space, 507 hotel rooms, and 2,000 slot machines, the Pechanga Casino looks and is fantastic.

The Casino is filled with various amenities for the visitors to feel absolutely comfortable. The non-smoking areas are equipped with state-of-the-art filtration. There are restaurants, bars, theatre, gulf courses, trips over Pechanga, cabaret Lounge, spa, etc.

Pechanga Casino History

A well-known Pechanga Casino and Resort was initially started as a $262 million complex by the Pechanga Band of Luiseno Indians. There were 522 rooms in the hotel on 14 floors. The amount of slot machines is 2,000; there were purchased 63 blackjack card tables. Furthermore, they had a 700-seat bingo hall. Moreover, they started out as a very though thorough business having 40,000 sq ft convention space, seven restaurants and a ballroom. The Pechanga Resort and Casino takes about 1 million square feet and presents the largest gaming space and overall size casino in California State.

The business started out being able to employ 1,700 people only in 2002. Today it has over 4000 employees.

The history of the casino’s start is very interesting and encouraging for many young businessmen. The reason is that raising the money for the project was very hard at first. They had to take many attempts. Ultimately, it was the largest financial agreement with the Indian nation in the history of California. They got $150 million lent and today they spend about $33 million each year and contribute to the economies of the local towns and cities.

Inter Management

The Pechanga Band of Luiseno owns and operates reservation casinos successfully. The Indian tribe chairmen had had the experience of working for the community and so they decided to create a resort and casino in the South of California in order to enhance the economic being of the state. Ultimately, the Pechanga Resort and Casino became prosperous and flourishing due to the previous businesses the Tribe has led.

They had an experience of working with Riverside County and the local tribes in order to lobby the interests of the communities as per the land ownership and economic development. The Band Luiseno was a masterful mediator between the local people and the authorities in order to maintain mutually beneficial relations and reach the economical growth of the Tribe.

So, the tribe has been implementing the views thoroughly: they increased the share revenues for the tribes in California who have been receiving monies from the Revenue Sharing Trust Fund.

The Pechanga Casino has been a real success for the past ten years. It has not only brought the owners millions of dollars profit, but the casino has also leveled up the economy of the local cities and California’s economy, as well. Therefore, the Casino’s positions will remain largely stable throughout many further years as long as it contributes to the state’s budget and secures Indian tribes’ stability.

Talking about the development of the casino, it has to be said that every Casino including Pechanga has its inter-management staff structure that, unfortunately, will have these chain links dropping in the future. The positions that will become absolute are pit managers. With the development of technology and monitoring systems, the pit managers will be fired gradually as the need for them will decrease.

Regulatory System

According to the Tribal-State Compact between the state of California and the Pechanga Band of Luiseno Indians, they can operate not more than two gaming facilities on the territory of their reservation. The Casino has its rightful activity exercised at 45000 Pechanga Parkway, Temecula, California 92592 together with only one additional spot within the Indian lands outlined by the Amended Compact. The Band Luiseno may use any gaming kinds allowed by the law but only to the extent highlighted by IGRA, Amended Compact, and the Tribe’s Gaming Ordinance.

The casino may operate freely under the condition that they pay $2,000,000 to the Revenue Sharing Trust Fund every year in quarters ($500,000) within a month after a calendar quarter is ended.

Interestingly enough, the regulatory issues are resolved by the tribal council which presents particular interest because of its structure. Pechanga Tribe has a structure largely looking like the state’s authority. It is the small government within the US government with its 560 tribes throughout the country and 100 tribes in California (Gover, 2011). They present federally recognized authority that exercises its power over the reservation Indians and the lands. The Tribal legislature is exercised by the board of four directors of the Pechanga Development Corporation (PDC). The latter took control over all tribal businesses and the Pechanga Casino and Resort. There is a Gaming Commission that derives its power from the Pechanga Band of Luiseno Indians’ Tribal Gaming Ordinance (Act). This gives the tribe an opportunity to exercise investigations, wrongdoing, monitor gaming activities, etc. as they care for the lands they live in and peace there.

Pechanga Casino and the Pala Casino and Resort are both operated by tribal communities. However, the Pala Casino operated by the Pala Band of Mission Indians does not have the same success and did not have as much investment at the beginning.

As well as Pala Casino, Pechanga Casino has invested a large sum into the surveillance system. It has to be high-tech in order to prevent incidents happen. Moreover, not only the equipment was purchased, they spend thousands of dollars each year to maintain a professional staff that operates this off-the-wall equipment. Furthermore, the Pechanga tribal government seems to have more personnel regulating overall casinos than Pala Casino does. They have contemporary standardized equipment as Class III-type gaming is currently evolving. The Pechanga Casino has state-of-the-art electronic devices, unlike Pala Casino.

Pechanga Casino and Resort Operations

At Pechanga Casino, they have a General Manager and 10 Vice Presidents. The General Manager is responsible before the PDC and reports to those. There are ten operational functions, the top managers of which have to report up via one of the vice presidents (Weiswasser, 2011). Every branch of responsibility relies on many more employees as Pechanga has more than 4,000 of those. For example, the financial branch has its Vice President of Finance and CFO, and then there is a director of finance and the controller. So, the chain of the employees is extended enough in order to let people carry out their responsibilities according to the knowledge management well. Whatever the employee does, it is only his/her responsibility cherished and appreciated by the manager.

Pechanga Casino and Resort Operations

As the Casino was gradually turning into a resort as well, the departments were evolving rapidly. So, in 2004, when additional space and the restaurants were opened, the food and beverage operational functions department was created. The oldest department is a financial one, of course. At the dawn of the casino’s business taking care of the finances was the major point due to the large gaming floor and no particular spa, theater, cabaret, etc. Security came along at the same time, although it is continuously reformatted and developed. The information technology department happens to be the youngest and the newest department.

The changing casino environment influences new trends in security measures. They take precautions masterfully by applying state-of-the-art techniques. The operational structure is efficient enough to maintain order and clarity on the work of the casino for deriving necessary conclusions about the separately taken employees. Moreover, because of such division in work responsibilities, every need of the customers is clearly addressed and has its feedback granted promptly. This pleases the visitors, tourists and because of the expanded staff of employees/departments, there are multiple functions within the resort territory that every tourist can enjoy disregarding the diversity of his/her tastes.

Conclusion

Spending $33 million every year, the Pechanga Casino and Resort can make a great contribution to the economies of the surrounding cities. It is the largest casino in Southern California and is worth calling a part of the hospitality industry. Having employed 4,000 people, the Indian reservation casino is fighting for the name of the life savior and economy contributor. Submitted to Pechanga Development Corporation, it has sufficient tools to maintain peace and law-abiding within the casino gaming floor and the reservation territory overall.
